Give a new account cooldown

Make it that new users cannot make a new thread anywhere or message for a specified amount of time, it will help with people who keep scamming, getting their account closed then repeatedly making new ones and doing the process all over again.

This would likely deter users from using the site. It's not plausible to limit new members from posting until a specified amount of time has passed.

What are the pros to this? I only see a con, which is deterring people from using MC-Market.
