It's not the "same thing". A vouch is simply just a reply on a thread and/or a positive comment that can support the artist's work. Reputation is a system on MC-Market that shows past experience of the user (good or bad) and allows other users to judge the user in a quick glare. Yes, reputation is often given after work is done, but it's never required unless the artist specifically says "User must give me reputation after any VC or purchases they've made with me".
