Global cooldown on "upping" threads

Add a global cooldown that applies to all threads in a specific section so people stop doing this because they just up all their old threads and the new things that people are in need of or are selling get put down because of people like these:

Just because someone offers a large amount of products/services on MCM doesn't mean we should penalise them for doing so. If you offer a lot of products that warrant their own threads then bumping them all is completely fine.
