PermissionsEX and GroupManager both do the job, but some people actually have good taste, that's why they go with Pex.

But in all seriousness if you want a sturdy, safe and working permissions plugin, PermissionsEX is the way to go. It's for the more advanced users, groupmanager has pre-made groups and the default permissions are stupid. Groupmanager is usually used by people who don't know anything about a server and their friends tell them to install it. PermissionsEX are used by people who actually know what they're doing by a slight sum.

I first started with GM and I thought it was pretty easy to learn, so for beginners I recommend GM.
I haven't tested out PEX though, but I know Croc has a little wiki article about it ;)

I personally prefer GroupManager as it's just easier. If you're going to be a bigger Network (200+ players), I'd recommend going with SQLPerms , all ranks etc. are stored in a database , REALLY secure unless your database dies XD
What has SQL vs text storage got to do with "Secure"?!

PeX looks sexier and feels sexier.

Groupmanager is still a thing?
Back when I had servers I always used GM, I was more familiar with it. People always told me it had so many bugs, but I honestly never had a problem that I couldn't fix with yamllint.

I find PEX easier to learn and use no matter what some people say because it makes a little more sense then Group Manager, I tried to do it but I had so many problems because its sorta hard to configure but pex was the best switch i made

It really depends on the server. For example, with Prison, you're likely going to have loads of groups, so PEX would be more convenient. On the contrary, if you were putting together a simple and small Factions server, then you'd use GM for its convenience.

That of course is just my opinion, quite frankly, GM is used for many larger servers.

Group Manager is like apple IOS its easy, simple, fluid and not hard to understand. perfect for new beginners which is why most of the younger kids like it.

Pex on the other hand is android IOS harder to learn, complicated and very picky.

GM starts to fail when you have a network/multiple servers or need it to do more complicated things like multiple trees for ranks.
PEX can handle and do everything GM can and more. It is the better permissions plugin but it is harder to learn how to use it. but once you do you will see it is better and you have more options available to you.

In MY experience, on average the people who say GM is better is usually because they are young and new to servers and cant set them up properly. They give up trying to learn pex 'because its too hard and confusing' and then ask how to do more advanced things than GM can handle. Once pex is set up you wont ever have to worry about it no matter how small or large you become
