Why don't you just use a public plugin such as https://www.spigotmc.org/resources/goldenapplecontrol.12639/. You would just be wasting your money and time if you got someone to custom code a plugin like this.

I had some troubles with this plugin. If somebody does this job for a good price I'd rather have a custom one.

I see but there are many plugins like this out there so I just think it would be a waste if you had this type of thing custom coded.
Good luck finding a developer if you take that route.

Sure, it's a simple plugin, and there are plenty of free plugins that do this, but why does everyone expect developers to work for free? That's like grabbing a customer at a fast food restaurant and telling them they can't leave until they wash the dishes. It ruins the market.

There is a lot of free gapple cool down plugins. Just search on spigot and you will probably find tons.

We know that. If you read the banter, you would notice it started from someone saying you shouldn't have to pay for this.
