What do you mean move the head? Yes you can...?

Use FMR 5.0. If you're using any previous versions it won't have skin compatibility with 1.8 skins. Also you can move the head. You might just be selecting the wrong part to move or you're using the wrong tool.
Some of my favorite paid rigs are the Apollo rig and the Anishwij rig. If you're willing to invest some money in to your graphics a these rigs are pretty good to invest in imo.
Making your own personal edit is always great.
