We can support the playerbase. With 24gb of ram that can hold a great amount of players with no lag so with 650 thatll only be minimal lag but user can always upgrade
24 GB of RAM might be able to support 650 players, but the CPU definitely wouldn't.

You aren't going to find a machine for $50 that can even hold half the amount of players you want. Anyone who posts on this thread with low offers, no specs and simply tries to get you to order is simply money hungry and isn't actually trying to help you (Cryptoxic).

For example a machine at Fallout-Hosting which is $55/month
E3-1270v2
32GB RAM
480GB SSD
2TB HDD

We have tested it to hold 400 players though it lagged. This machine would be best suited for a 200-300 player base server.

If you are going to attract that large of attacks you really need to run ProxyPipe Coelho

That said, for almost every server with over 100 players you SHOULD be making at least over $1,000/month.
You really should consider raising your budget if you believe you will get those players. However, in most cases people often assume they will get more players than they actually do.

Tripps thanks for tagging me.
$1k if you're running a non-eula compliant server. Sadly, nobody seems to donate anymore ever since that came into effect for those servers who follow it. Now I see servers that get 100+ players only getting between $300 to possibly $1k a month, not counting those major servers though. It'd be hard to maintain a good server, provide content to the players and maintain any possible fees, or problems that may come in the way.

I agree with Ian.D and Lyphiard . For such a high expected amount of players, you need more than a $50 server. This would be best run as a network across multiple dedicated servers tied together via Bungeecord or LilypadMC. If it is not possible to run as a network, you would want to go with a nice beefy CPU. As for the DDoS protection, no one server (Technically network) can handle a 650Gbps attack. You need to run it through scrubbing centers which Coelho provides via ProxyPipe. I would increase your budget to around $100-$150 per month if you want a reliable solution. I would recommend going with one of the bigger hosting companies such as OVH that have the infrastructure to support your needs. Usually companies on MCM offer a maximum of 20-50Gbps protection which doesn't exactly meet your needs. Just my 5 cents.

Here is my opinion, you will need to increase your budget by a lot if you want top of the line hardware.
I agree with most of everything said above however, I do not think you should be using OVH.

I recommend using Secured Servers (Phoenix NAP) that is the company that provides most of the servers for 99% of large networks and I personally use them.

Here is the specs I think you should get (I also say you should have a max of only 2 servers on one node, so if you have 4 gamemodes 2 dedicated boxes):

USA E3-1270 v3
32 GB ECC DDR3
Software RAID 1
240 GB SSD
240 GB SSD
15 TB Transfer (1 Gbps Uplink)

The price is $223 per month, however if you sign a contract I bet you could get it down.

Now for ddos protection I also recommend ProxyPipe owned by Coelho ; they will be able to protect your server if it is attacked.

Ummm, some servers like some I owned had 100pb and was making 1k+ a day on a £35 dedicated server.

While most professional attackers are NOT interested in ddosing a Minecraft Server, people just buy a booter.
Booters typically won't reach more than 20 Gbps.

Big businesses and websites are more important.

Please go with a VPS instead of buying shared hosting, it'd be the best.
I recommend Zare / https://zare.com/dedicated-servers, so far the best you can get.

As i have said before, this user cannot use shared hosting of any type including a vps. If he is going to expect this amount of players, he will need multiple dedis from SecuredServers as all other large networks use.
He's suggesting that its better to use a vps rather than shared hosting or a dedicated server for the pricerange. As an example i have a 64gb dedicated server costing $60 a month that can tipally can host about 180players without lag also, aswell i have a 64gb custom VPS plan from omgserv costing $50 that can hold about 250players without lag.

Hm, but still a dedicated box would be better, secondly if he is going to have as big of a playerbase, then he needs to increase his hosting budget anyway, no one machine will hold 750+ players.

To be honest you could probably just get away with getting a dedicated server, I know I was quoted by Ian.D for something that would suit your needs. The only thing you would need is a panel, which Pterodactyl would be free and works like a charm. Alternatively though if you wish to not have to use Pterodactyl you could always buy a cheap license from multicraft and run your server on that panel.
Agreed, use a dedi, its your best luck.

If you don't have an existing server with an existing playerbase, the likelihood of you getting even close to 300 players online at once is very minimal. Start small, upgrade when needed.
