You're right, they can't help it. It's a mental illness. The biggest problem with sexual relations with a young child is that that child can not give consent. They can say "yea I wanna have sex with you" but their word on that does not matter on a legal standpoint. They are too young to understand what they want and what they're getting themselves into, regardless of what they think

Pedophilia has nothing to do with sexual relations with a child. Child molesters do. Not sure what you don't understand about that.

The thought of feeling sexually towards children is not the same as the act of molesting children. For instance, I can think of murdering somebody, but I cannot be arrested for that. It is only when I actually do murder someone that I can be arrested.

I understand that. But any pedo that is attracted to a child and acts on it is still a pedo. They still have to desire to have sex with children. It's a mental illness.

A pedophile who acts on it is still a pedophile yes, but they are also a child molesters. A pedophile who doesn't act on it is still a pedophile the difference is they aren't a child molester. Sexual desire is different from sexual relations.
