Graphic Design Questions

Alright, This question is for the Graphic Design people on here, I know how to do this in CS6 but my trial ended and I'm currently saving up to afford it so right now I'm using Photoshop Elements 15 from a code my school gave me. Anyways I want to know how to take a few different layers for a non animated banner and turn it into a animated banner? I'm not sure if this is possible in elements because I couldn't find a time line option but if you know how to let me know

Thanks, it worked. If anyone else was wondering how to do it click "Save As" than select Compuserve Gif and check the animate box and edit the frame delay.
