Hmm... it might be technically possible. But it wouldn't be cheap. PM me if interested.
There's a mod for this, but I don't think there's ever been a plugin related to this. Could be possible but wouldn't be cheap for a plugin.
If I recall correctly there was a map that did this but not really. It just used rotated the build so it looks you are walking sideways.
There is a plugin that sort of does this to an extent but only on walls not ceilings and it just looks like you are using ladders (Without the ladders obviously) https://dev.bukkit.org/projects/wallclimber
