Doubt you'll get anything like that for cheap, anime styled work goes for pretty high since its much more complicated and time consuming than minecraft for example xD
Oh and btw this is a minecraft market so you wont find many people here who can draw anime styled stuff, go to deviantart look there, many people who can help ya are there
