I'm wondering does anyone know how to fix so bard class cannot bard inside of safezone?

just cancel the bard effect event if they are in a specific region aka safezone.

You need the src or an API. You can't just adapt all this without coding it yourself. One way you could get around this would be to cause a fake damage tick to the bard when they attempt to use a bard ingredient, and if they take no damage cause they're in safezone then you could just cancel the effects on the faction members.

THere is no way you payed dor it you leaked it and leakers suck

My bard plugin that hooks into Mango makes it so players cannot use bard effects in spawn. PM me your Skype and I will allow you access to my testing server to see the plugin (as it's localhost on my pc)
