Good luck getting a Core that can hold 500+ amount of players with this amount of information and effort put into the thread. You should include a budget and the features it should include.
What you need to include.
Budget:
Features: (this should be down to the bone, Developers like a lot of detail. if you do not put something then a developer wont implement it also dont be repetitive oh and also dont be repetitive
Do you want a fully custom core or a fork of IHCF or something.
do you want other optimizations to occur such as a custom spigot which removes things you dont need ect.
When you are requesting a plugin you have to put more detail in your request or developers will ignore it.
also puting your budget in the title (assuming its high) will attract more devs. (like clickbait on youtube)

However he/she shouldgive a breif explanation of what he wants (at least not the uniqe parts)

Recommend MyHairline great developer, and it's very optimised at the point you would like it to be at.
