Hey I'm currently working on a hcf server and i was looking for a free hcf core that includes money economy as well as has the basic such as /staff ext.

This is MCM, your not gonna get a free core here and if you do its probably gonna be a leaked one. Even if you pay for a core on here half of the time its just skidded from some leaked source code.
