HCF Custom Coded Core

I'm currently looking for a custom HCF Core. I've tried every single downloadable core and each one of them does not suit my needs 1 way or another. Here are the essential things that I want this core to have.

• Chat Formatting WORKS. None of the < and >.
• Not the essentials plugin.
• Has a scoreboard containing E-Pearl Cool down, Staff Mode Enabled/Disabled, Visibility Hidden/Visible, Chat - Global/Staff.
• We need elevators.
• Possibly a custom crates (Not mandatory...)
• PermissionsEX Ranks Set up by the following ranks... (Developer, Sr. Developer, Jr. Mod, Mod, Sr. Mod, Jr. Admin, Admin, Sr. Admin, Platform - Admin, Owner.
• Factions is completely working.

I would honestly prefer it to be exclusive, but as long as it meets my needs, I'm perfectly fine.

I was just asking as, the exclusiveness or non exclusiveness of a plugin will drastically effect the quote you will be given.

Already got my core, thanks for all the help except from the ones who just give hate. I actually have $200 and have already spent it on a custom core. I can tell if some of these are scams or not. Thanks for the ones who helped.
