HCF Gametype features (NEED DEV)

I need a developer to make me a plugin that is multiple combines into one, projecting all onto a single scoreboard.

I need from you..

PVPTimer Plugin:
Simple enough, when a player joins for their first time they have 60 minutes of invincibility. When the attack other players, or other players attack them, a message is sent to the attacker saying they have pvptimer enabled. They can type /pvptimer disable to remove it at any time. The timer does NOT count down in the WorldGuard region 'spawn'.

SpawnTag Plugin:
When a player interacts with another, the plugin puts a combattag on the player for 20 seconds so if they log out a PVP logger spawns for 60 seconds, and when tagged RedStainedGlass replaces all AIR blocks within the WorldGuard region 'spawn'. (Projects onto scoreboard as well!)

I will 100% need to talk to whatever dev I hire about specifications for this. So.

Enderpearl Cooldown Plugin:
A cooldown message is sent in chat to sender, it is projected onto the scoreboard, and when in cooldown the enderpearls DisplayName() is changed to ChatColor.YELLOW + "Available in " + time;

SCOREBOARD (Key Feature!)
I cant stress enough this plugin is all for the scoreboard! And when none of those things are active (Which wont be very often) there should be no scoreboard.
