https://github.com/IPVP-MC/Paper-1.7 has this feature if you're fine with a PaperSpigot.

Instead of asking for a plugin, check all the 300 other threads about this saying that this can't be done into a plugin, redirecting to iPvP's Spigot, or people selling a Spigot with it.
I would go with iPvP Spigot. If you need help to compile, PM me.
