there is a free plugin that makes that lol, There isn't a need to paid someone to make you that plugin, just research there is one i used it, its in bukkit.

This should work fine, you can add what mobs you would like them to become passive and not attack the player or follow them, pretty sure is the one i used for my server and worked fine.
