The HCTeams(Foxtrot) plugin is copyrighted by MineHQ and I'm sure you would get in trouble with us if you used it on your server, so I recommend you not.

The Bukkit API is licenced under the GPL. The GPL is a copyleft licence, so you are technically forced to use it. That means you can't restrict anyone from using the software. No one really gives a shit though. I don't think the Bukkit licence is even enforced.
