HCF Server Advice

I am opening an HCF Server soon, Now I'm not like your average twelvie with 10$ and has no idea what HCF even is,
I need some help and advice on what plugins/extra I will need! I ofcource will be willing to straight up buy a server (Will have people check for rats and do background checks and record tradeoff, also will need proof the server is yours) I have a budget of 100-150$
