I try to steer clear of the HCF community as well, it isn't exactly the most friendly community and only churns out people who can code inefficiently with BukkitAPI and nothing more.
Keeping on track, I'd definitely be able to write a custom core with all of the useful features you've come to expect from iHCF plus some.
I charge $600-$800 for a core with built in factions, customisable messages, customisable features, etc
