You can purchase it on Spigot http://www.spigotmc.org/resources/factionsuuid.1035/. There currently aren't builds with those in it on Spigot as it is still in development. Once you purchase, you can request access to the development builds for testing.

Can you explain to me, what's FactionsUUID?

It's the unique ID everyone has now since you can change names, the UUID saves your info.
