HELP ASAP - BungeeCord

Hello. My BungeeCord is very confusing, everything is set up correctly and whenever anyone with 1.8.x forge attempts to join, they get this notification/screen message

Who could help me out?
I've had 2 experienced people help, nothing could be found.

Go to your Spigot.yml and turn "Bungeecord: False" to true

I was legit gonna post that

Make sure in your severs spigot.yml, bungeecord is set to true and ipforwarding in the bungee config is enabled aswell.
