Where does it say that the file can’t be edited. Was it in your TOS?
He's right, if there aren't any TOS he can do what he want. And a config file can be edited as you want since you don't need any special decompilation to do it as with a real plugin.

YEA here’s nothing there restricting you from editing it. Especially since you technically never payed him
Either way, there was nothing in your TOS stating he cannot use it nor send it to anyone else for modification, and you sent him it - your problem. You should've ran checks beforehand making sure it was working before you sent it. It's not that hard. He's finding someone else to do it because you're clearly incapable of managing your own configurations, and making sure they work.
And it's not stealing if you sent him it, that's like giving someone a present at Christmas and saying "Oh you can't use it, that's stealing from me!"
