Help configuring local chat in essentials

Hey, so I am working on a zombie survival modpack and I am working on getting both shout and local chat set-up in essentials, I was wondering if anyone could send me some useful tips or tutorials to help me, any help is greatly appreciated

When you say local chat, do you mean within X amount of blocks players will be able to see the messages in chat?
