HELP | How are people making custom spigots?

I noticed a few servers and people have their own custom spigot edits for 1.7.10 from PaperSpigot i've tried looking for a while mostly at the paperspigot 1.7.10 github but the build stuff doesnt seem to work... Does anyone have a tutorial or know how to make such spigots and edit them to add more shit and edit the messages in it? Thanks.

I have a 1.7.10 paperspigot custom optimized for factions if you want.

Sorry I'm not looking for an optimized one just more or less looking at how to edit the messages for example the /icanhasbukkit /pl and etc....

Yeah but getting it into intellij for example on saint 's fork on ipvp github like how tf do you get it into intellij

Create an IntelliJ project and follow the instructions here, cloning the repository into the directory of your IntelliJ project. IntelliJ has maven support so adding the project is similar to any other maven project.
