Could anyone help me with Compiling Spigot by Maven?

I configure JDK and Java_Home in variables already.

PS: I know there is a large (Free tutorial) how to do step by step but I couldn't find it.

I don't do much with maven at all but with just reading it, it says that 2 pom.xml files are missing is that not the problem?
