I'm not a huge dude on computers so I really don't know a ton about them especially nowadays. Anyways, I'm looking to build my first pc and need some help.

(Didn't build this on pcpartpicker because they only offered the EVGA 3090)
Please mess with this, check compatibility, etc. or just design a new one.

get away form intel. And you might need a bigger psu

windows keys are practically useless, if you still want to have one buy one for cheap, companies usually buy them in bulk and then resell them so you can probaly find some, 3080 of course is a great choice for your GPU same as the powersupply, NZXT got great cases you should read about the air flow of it tho, most cases of nzxt have problems with that, 4TB ssd is also very good, you dont wanna buy another hdd/ssd just to store shit on it just because you want to play some gta 5 or something, i heard great things about noctua but never used one, im not really a fan of intel since they overheat and are basically shit for their price most of the times so this is probaly the only thing i would change into a high end amd cpu as example the ryzen 9 3900x (https://versus.com/en/amd-ryzen-9-3900x-vs-intel-core-i9-10900k) for 480$ or even cheaper that still gets you the performance of the i9 but well, cheaper. Not sure how fast your ram is but make sure its over 3000 mhz, also when youre installing the ram (i dont know if you build it or not) make sure you know how dual slot ram works and "how to set it up", i am either blind or you didnt list how many fans you want to buy, but look at the supported fans and go ham i guess, personally i use 2 + the 2 radiator fans (cpu liquid cooler), when you buy fans its never too many just look at your power consumption and look that the power supply can handle it.

PSU is perfectly fine for your setup.

Intel is releasing a new line of CPUs soon that have the latest features if you do want to go the blue route, AMD currently has their 5000 line of CPUs that are better than intel at the moment.

Grab an NVMe ssd instead of a SATA one like your Samsung 860

Your choice of RAM is also really really overpriced, try splitting up the sticks for a 16x4 if you need 64GB, they come in RGB too and are half the cost.

IDK 850W on a 3090 with a 10900k is pushing it with the boosts and sudden voltage spikes. It's probably fine, but it is a corsair and only 80+ gold. Probably doesn't have the best overcurrent trip

People won't like hearing this, but in 2021, it will most likely be cheaper to by a prebuilt PC with a 2-3 month delay than to build your own. Just based on the difficulty of obtaining GPUs

Load everything into Pcpartpicker and go from there. But as the user above said, due to supply and demand of specific parts (gotta love lockdown), it'll be better to wait a bit or purchase a prebuilt machine.
