Help needed - Failed to bind to port - $15 Reward

Anyone know what the problem is? and how to fix it? This started some months back when i upgraded to a better server. I use paper spigot and run a semi vanilla server. This will sometimes happen randomly when the server is online or sometimes happens after a restart. Usually a restart via killing the console screen will fix it for a while and other times i'll have to hard restart from the host web page. Sometimes there won't be a screen but the server is still somehow online, like a ghost server.

It might be an issue with server properties server-port i've been told. But i'm fairly sure i changed that before and it didn't fix the problem. My server port = 25565

Any help would be much appreciated. If i use your advice/help and it works i'll send $15 your way via paypal
