It’s a new policy and it seems like this is being rolled out slowly, as they’re trying to make it so that everyone who uses their service is fully verified if they want to send money from their balance. Anyone however can withdraw/deposit money they get.
So if you’re underage, just get a parent to make a PP account under their name and use that. Refund money you recieved in your account and have it sent to the other one. I strongly recommend against making more and more accounts, the same thing will just happen over and over and you’ll be playing a game of cat and mouse, except with an automated system.
Also, fake info + fake IDs won’t work anymore because this will also ask for your SSN. I mean there are ways to do this and it’s surprisingly cheap/easy, buuuut I don’t think you want to get arrested for identity theft.

Along with what is said above, this is happening a lot currently. But again as said above easiest is to get the account verified. As soon you will just get this email for any accounts that are not verified. My friends who made another account, was sent the same email on the new account a day later.
