Yes, the file is save UTF-8, not UTC-8 so how I save it in UTC-8 ? (I'm using Notepad++)

I think he means UTF-8, not UTC-8 anyway.

Honestly I would recommend just using essentials chat or deluxechat and pasting in UTF-8 symbols into the format. It always works and is the most widely used method. (I'm a bit confused on if you are trying to add the characters in the permissionsEX file or the chat format itself) If you are trying to add the UTF-8 characters to the permissionsEX file then I would use this link to see which characters are compatible, as to my understanding only a few of the UTF-8 characters are compatible with the permissionsEX file. (I have no idea why haha)
