I wanna publish a new post on the category Investments&Loans, but it says that there are some circumstances, what are they?

First, this doesn't belong in the "Introductions" section (fairly obvious)
Second, the "circumstances" are literally the first thing you see in the section. MCM wants nothing to do with the investments section.
