HELP PLEASE

Hey everyone,
I need help/advice and opinons. I am currently in development of a server and have hired a few devs. Ive always had the one and hes my main guy but I hired another one to help him out. We agreed on $100 a month 50% first 50% after. However, he has done like no work and has never been available. What he has done: Configure Mythic Mobs, Tried to fix a server but didnt, Configure monthly crates and did some perms. This took him like no time to do. Whenever I asked him to do more he said he wasnt available so basically first week he worked but then idk. Is it fair that I dont give him the other $50 because I got no work out of him? I Need help because I dont want to be the bad guy but its a debacle. I dont feel like I should pay him the rest because he didnt do much you know?

Let me know what you guys think, I really need some advice.

Honestly.. If hes done no work (sounds like he hasn't thats no more than a few hours tops.) I wouldn't pay him his other $50 and would also file a scam report against him as he did nothing and got paid for it.

Well yes theres this thing called trello basically notes and I asked if he could do stuff and he just said he wasn't available and can't do them.

He's going to file a scam report against me if I don't pay him honestly dont think he can win. Thoughts?
