I've used the visa gift card once before.

Get a visa card from your local store -> add it to paypal as a card or balance

If you live in the US, I’d suggest going to any of the following stores to get a visa gc : Walmart, walgreens, riteaid. There’s probably more but those are the ones I usually go to. An example of one of these cards is a brand called OneVanilla.
