Help Reducing mob spawns paying $5

mobs shouldn't be spawning like this i need some one to help me reduce spawns to normal

will pay $5

also need lite bans setup paying $5 for this also

Is this world-wide? if its a local thing, check for spawners.
Do you have any plugins installed that might affect mob spawning rates? if not, Seb's post is all you need.

its world wide and there is no spawners. i have tried editing my bukkit.yml but nothing seems to be working im not sure if im doing it right
