[HELP] Strange Bug - Can't fix?

Hi,

On my prison server the NPC shops and menus where working fine when you right click them. all off a sudden a bug kicks in and it won't allow any user to open them when they right click. Tried resetting server and is still happening. Only way to fix is to delete all files and reload but then the bug will occur over time.

I've not got anything in Console that could cause the fault?

Any ideas
