Help TnT blows up blocks though water?

So i have cannon fix enabled in my paperspigot which means that tnt does not flow with water but i also have another bug which is tnt even when in water will blow up blocks around it. any idea how to fix?

Do you have obsidian destroyer installed? I know sometimes that plugin has a config option to damage blocks regardless if there is water/lava present.
