I have a test server for some of my plugins and right now Im using a shared Host, But I want to upgrade to a VPS and to manage It I want to install pterodactyl panel.

To install It I need something else excluding the VPS?

Im new to Linux/VPS, sorry.

You will need a vps or a dedicated server if you are wanting to setup pterodactyl panel or any other control panel. The answer your question is no, you won’t need anything else.
