That's a dinosaur and your tiny budget doesn't help. I'd get an mx500 500gb SSD and spend the rest on a 1660 super if you need something right now but you're going to have some serious bottlenecks in your system, especially with your ram.

Edit: This is an option too.

If you can wait it out, you'd probably be better off picking up an AMD APU that they're about to announce at CES in a few days. That also means new ram (which is dirt cheap now) and mobo - b450 if AMD doesn't announce b550 boards at CES. b550 is expected some time Q1 of 2020.

New Motherboard + New CPU is your main focus.

1660 super.
This would be my pick for a b450 board. You could get away with something cheaper but this has one of the better VRM setups.

My first post has a whole build if you want that.

Unlock more ram? I mean in this case its useless but thats why I'd get Windows 10 pro.

& also $300 is a tiny budget if you're looking to upgrade to a pc for gaming.
I'd suggest watching videos from a YouTube channel like Linus Tech Tips which tells you about pc parts and how to assemble etc and also KristoferYee who usually gets pc parts cheap and will show you ways of getting them.

A little over budget, but the new ryzen 3rd gens are worth it.

If he was to switch to AMD, he'd need a new MOBO like you stated. However, I'd suggest switching to AMD with a small budget, especially if you can't grow the budget in the near future. I'd personally either switch to AMD, or allocate most of your budge to a new CPU.
