Help With a Non-OP Server

Hello,

I am looking for help to build a non op server. It will start with factions, but then will hopefully progress into other game modes such as prison. We have already build the map, the spawn, and most the plugins sorted.

Why?
Couldn't find a single server/network that wasn't out there simply to make a quick buck. As a player, all I wanted was a simple-ish server where everyone has the same chance and opportunity. How am I supposed to compete in a factions server if some donator can just /kit and get super overpowered armour that I would never be able to gain normally?

Me and the other person running the server currently are both in our 20's (or near enough), we both have full time jobs, and money will never be an issue. I am happy to pay the server expense, advertising, and whatever necessary without donations.

Developers would be super useful, but I am open to anyone who can bring something to the table.

I'd recommend not doing a prison server, it's a boring gamemode and doesn't really bring players unless you add some kind of fun twist that hasn't been done before. Same goes for factions, that's just my opinion.
