What i want:

As example, i have a shop in my server and i want
a board above it that says "Shop" with a blue background and white letters.


How can i make such thing?

Do you have a picture of this on another server? You seem to be twisting your words around in my head.

You could get a custom resourcepack and change the picture image files to what ever you want. Then, just have them download your custom resourcepack once they join the server.
