Help with Chat Error Fix

I have a chat error which I have hard time solving.
I'm using the plugin "Clear Lagg" and I have a custom message, it writes it like this:

How do I fix this?

(If you haven't understood that yet, the problem is with the A thingy near the >>, it needs to be without the A)

Re-encode it in ansi, then reload, then encode in UTF-8 no bom, reload and you are done. I think?
