Help with Max Players?

Hey MCM, i was just wondering if anyone could help me figure out why the max players on my server is set to 1 and goes up by 1 everytime some joins?

I have looked at plugins like JustOneMore but can not seem to find any that i may have installed.
I am still waiting for my hosting to reply. But i do not have Unlimited Slots with my hosting so i dont think that is the problem.
