You'll definitely not get a free similiar plugin to NCP. You'll need at least 50 usd budget for a plugin like that.

there a plugin called slimefun and when my deop player try to use some of the things it will kick them becuse of nocheatplus and i been trying to fined a why to bypass it and can not find it then i am here

Try to use config files but then again, i would not recommend do it, as other can easily use hack in that way(in this case, flying) if you turn off fly detection.
