Help with Server Issue

Hello,

I have a pvp server but i have some problems and I'm looking for a person to help me fix these issues i use worldguard

1- I want to use the flint and steel in the pvp arena without burning the place only a fire is on then it disappears.

2- I want to use a TNT and it explodes but doesn't destroy the arena.

3- When i join the server it say " your server is running v1.6.3.4 and the newst is v1.7.1.2" I want to update it but i don't know how

4- I have a shop and i sell the Enchanted books but i have no ID for it,
- Enchanted Books ID
- Enchanted arrow ID
- New potions ID

5- Make sure the server has no problems, no issue, no lag, ( test the server )
