Help with server lag

Hello, I have recently uploaded a new custom map onto my server, and it has been lagging considerably. I get an average /tps of about 10. It is hosted on a digitalocean vps with 4gb of ram which I thought would be plenty for an unopened server. When I deleted the map and generated a new one the lag seemed to go away a little bit, and the timings seemed to go down to around 30% total (at the minute it's 100%).

I looked into the timings for the server and it says it's overloaded and to try reducing view distance, which I tried to no avail. The thing that is taking up most of the resource is the event "world - do tick", and under minecraft "world- do chunk unload". I would provide screenshots of the server log and the timings but I can't because of the post limit.

If anyone could reply to this post or preferably add me on discord (rossi2303#7673) it would be massively appreciated. I'm not new to server hosting but this is a new problem for me.

Are all the chunks loaded or its lagging because of all the chunk updates

We pre loaded the map using world border. So I think that means they're already loaded.
Someone from Mc market tried the map on their dedicated server and it still lagged for them. So I think we need to scrap the map.
