Help with several plugin configurations

I hope I posted in the correct forum topic, if not please let me know.

Just as the title states. I'm setting up a server for my nieces, nephews and their friends so they can have a safe and fun environment to play Minecraft in. I'm having some trouble with some configurations though. Specifically permissions of plugins for player types. I have most of my server set up I just can't get the permissions to correctly work. All commands work for me as the owner of course but other player sets can't do anything. I'm also having trouble with claiming permissions and a region flag to prevent snow in the specified region(the flag I used doesn't prevent the forming of snow layers). If someone with knowledge can help me finish setting up the permissions for my server I am willing to pay for his/her services(pay will be discussed with who is hired).
