Help with starting an HCF Server.

Hello, so I'm thinking of opening a minecraft server network, It will start with an HCF server, then I will expand later on. I am not really looking for any profit, I just wanna do it. So I need some advice in some stuff.

What server specs would I need for a bungeecord and a HCF server? and How much would It cost for it?
What are the best core I could buy for the HCF server?
How much would It cost for all the website including domain, xenforo, etc..?
How much would It cost for the server graphics?
How much would It cost for advertising?

for the mc server itself, the best choice is a dedicated server.
