Help with TerrainControl Water Flowing in caves

I cannot seem to figure out how to make water flow in caves using terrain control.

I changed the water from "STATIONARY_WATER" to "WATER" and "FLOWING_WATER" and nothing seems to make it flow by itself when its generated. When you place a water bucket down yourself the water flows but just not when its made in the caves generated with TerrainControl. If anyone has a solution to this I will most likely pay them. Please help asap.
