Than its your fault, the only permission they need to do the command is essentials.warp and different ones for the warp names..

Let us be helpful here, do you have per warp perms enabled if so you need to give the person access to that permission. If that doesn't work type "pex toggle debug" in console and use pastebin to paste the output of the command after type /warp.

I activated debug mode and all of the sudden it worked?
